Mobile video surveillance is the product when the network audio and video technology and mobile communication technology develop to a certain stage, involving streaming media data collection, compression, storage, wireless networking communication, mobile terminals and many other technologies. In the past, the 2G network can not carry a large steady flow of data transmission, which led to the mobile video surveillance project mostly remaining in the trial or demonstration state, so the full real-time monitoring on a moving target could not be really achieved. However, with the maturity of 3G communication technology, mobile video surveillance has become one of the hot spot in the worldwide mobile business. In addition, as the application of digital control becomes more and more widely, and the scale increases larger and larger, the vendors and users have begun to concern about which way to store the digital video.This paper presents a solution of mobile video surveillance system base on cloud storage and systematically studies how to realize the cloud storage and real-time monitoring of the video stream of the mobile handheld terminal by the use of ordinary PC cluster. Moreover, through the development of cloud monitoring software, achieve the control and management of the cloud server. The main purpose of this thesis is to provide customers who use mobile handheld devices with cloud storage service of video streaming, which not only can greatly simplify the application link and save the cost of customers'construction, but also can reduce the requirements of the flash memory hardware of handheld terminal whose storage capacity is very limited relative to the video information. The major work carried out as follows:(1) Build the cloud storage server platform. Achieve the cloud storage of the video streaming for the mobile handheld terminal in the application layer, and use MySQL database to save the data structure needed by the cloud server. Use common PC cluster to build the cloud storage server platform. In order to ensure that each node of cloud server maintain load balancing, the node scheduling based on multi-factors weighted algorithm is proposed, which can let the nodes receive and store the video information of mobile handsets evenly and forward it to the video surveillance software, for achieving the real-time playback of video information.(2) Develop the cloud monitoring software based on B/S structure by the use of JSP web design technology. It has the function of data monitoring and node control of the cloud server. In addtion, by using the cluster technology, it can quickly turn the computer of newwork interconnection into a new node of the cloud server, os as to dynamically expand the storage capacity of cloud server and promote the processing of load-sharing.(3) use the REALARM6410 development board of Huatianzheng technology and the 3G module of the ZTE to build the running platform of mobile handheld terminal. Realize the interaction between mobile handsets and the cloud storage servers. The handheld terminal's online situation can be reported to the cloud server, and the terminal can package and transmit the H.264 video stream to the cloud storage server through RTP protocol.(4) Develop the video surveillance software based on C/S structure by the use of the open source graphical user interface toolkit QT. The software which can recombine and decode the H.264 video stream uses a combination of TCP and RTP way to interact with the cloud storage server. Realize the real-time monitoring of muti-channel mobile handsets and the retrieval and playback of the historical video information which is stored on the cloud server.
