With the deepening of China’s reform on the electric power system, to achieve rapid, coordinated and sustainable development, a market-oriented model has become an inevitable trend in the construction of electric power industry. In December 2014, the Xinjiang Uygur Autonomous Region issued out the Pilot Scheme of the Directive Dealing between Electricity Users and Power Plants. On December 1, the pilot dealing was officially launched. Electricity marketization and implementation of the operation system, namely, “separation of power plants and power grid, bid to sell electricity”, have made the power companies become the main body of market competition. Through transforming the old monopoly system, under which the operation of Power plants was decided by the Department of Power Scheduling, the competition mechanism in the electricity market couldmobilize initiative of various companies by using economic instruments of management, scheduling, control and coordinative operation. So, power company will change the traditional unified modelwith minimum cost to the competitive mode which pursuitsmaximumbenefits, which will be a huge challenge but also a great opportunity for power generation companies.In the future, the competition in electricity market will be an all-round contest. The power company will face fierce market competition, breadth and depth of which are unprecedented. The former operation model, which pursueselectricityvolume, cannot meet demands of fully participation of market competition and electricity marketing in the transitional period.So facing the challenge, to enhance management level and develop in a balanced way, considering demands of various regional markets in Xinjiang, it is necessary to establish a marketing decision and budget support system with computer as an instrument, database as a core and internet as a medium. The system adopts computer technologies and methods, and applies the comprehensive prediction theory and the game theory to optimize decisions and conduct risk control. It will provide various management functions, including, marketing plan workout, marketing contract management, assistant bidding, evaluation settlement, regional electricity market analysis, cost analysis and sales analysis.The system discussed in the article is developed with the platform-based components-level programming techniques, using the multi-layer and B/S structure of.Net technology. Browser used in the systemapplies AJAX technology. The development of this system utilized sophisticated information technology to ensure the high reliability of the system. At the same time, the platform-based components-level programming techniques and the algorithms library techniques make sure the great flexibility and scalability of the system, also can adapt to the changes that may occur in business methods and workflows in future.In the first phase the project, wehave completed the basic platform of the system, the planning and building of a database focused on power marketing, and functional zones of the marketing data center, marketing planning, the billing system, the marketing analysis systemand other much-needed module zones in current power marketing works. The system can help staffs deal with daily marketing works, improve efficiency and quality of works. The first phase of the project has also completed three decision support tools, includingthe bilateral transaction, the short-term trading andthe day auction, which make the company quickly have the capacity to adapt to the regional electricity market trading.
