With the development of mobile services, voice service is gradually being overtaken by data service. The burst of data service has also led to the unstoppable evolvement of wireless communication technology from 2G to LTE. The merge of fixed and mobile services is the trend of the future. In this trend, transmission network devices are evolving towards IP RAN devices. However, how to manage those devices have become a problem with new devices keep emerging.The current development and encoding schemes of network management interfaces were compared. The function and characteristics of Protocol Buffers, a simple serialization tool, were introduced. An application scheme of the configuration of network management based on Protocol Buffers was proposed. In order to let Protocol Buffers work with an existing network management interface CLI, an adaptation layer was designed, which is deployed within the control plane and fulfills the adaptation features of transmission, network management protocols, data and semantics. The adaptation layer is divided into three modules in structure, network management system client, protocol buffers adaptation module and protocol stack client. The principle and workflow of these modules and the interfaces between them were presented.Finally the adaptation layer was deployed in current IP RAN devices and adapted with command line interfaces of the device. The coding of each module and the communication between modules were realized. The functions of each module and the whole layer were fully tested.
