At present, Internet has been fully integrated into the people’s production and life, and people in the exclusive business network platform for the network most have begun using IP router platform based on IP system, therefore, has the fact ruled the current network system. Under the IP system, the IP networks need to provide QoS service for different operations and different user needs, but we can provide the service of hardware resources are very limited, it is impossible for the infinite user and business needs, provide unlimited hardware support resources, in this kind of contradiction in the background, this paper proposes a can policy driven, can the quality of network service controller re planning according to different requirements.In the design process of the service quality of the network controller, this paper investigates the Network Function Virtual (NFV) and Software Defined Network (SDN) related knowledge. Software defined network focused is the concept of control layer and bearer layer separation, while NFV the emphasis is on the concept of software and hardware, the decoupling and separation, the two concepts is not dependent on each other, but each other at the same time also has the very strong complementarity. For example, we can rely on the SDN proposed methods for data forwarding control, performance enhancement of NFV system, simplify the design, the use of the concept of virtual NFV is proposed to provide the basic platform for SDN software operation.Therefore, this paper adopts the concept of SDN and NFV in the design of network service quality controller, quality service design network controller device function using two sets of system, a set of system as the control system of the equipment, a system as the equipment service supporting system, by the operation of the system two hardware independent jointly completed the service quality of the network controller equipment function, through the collaborative operation system in two sets, a set of system to complete the function definition of equipment through virtualization technology, a system to complete the equipment business functions, so can the software and the hardware device in the design of complete decoupling.This paper chose Docker technology as a platform virtualization technology in NFV, Docker is a dotCloud extension technology company to run the business in the cloud up to thousands of servers, Docker rapid development for 6 to 9 months later, the company will be the company changed the name to Docker. Docker is a LXC engine based on advanced container, which is composed of management of lightweight container engine, client and AUFS file system is composed of three parts, it can create lightweight, private PaaS environment. Therefore, choose Docker as the platform of virtual network technology service quality controller, not only solved the problem of virtualization technology, more important is the application of Docker technology to expand the function of the equipment and the service scope.In the service quality of the network controller service supporting system design, according to the actual operation environment equipment selected ASIC as the core processor chip based on packet switching system. Through the experiments show the whole development process the packet processor system, including the development environment, preparation, installation, a variety of tools and services to prepare, and then through the business process specific experiments, the network quality of service function of the controller is verified.
