Control performance evaluation on actual operating industrial control systems is used to test whether the systems meet the designed requirements. The paper uses traditional performance index method and MVC(Minimum Varianc Control) benchmark to evaluate static performance and dynamic performance of thermal power unit superheat steam temperature control system. In this paper, detailed description of the two system performance evaluation methods is given. In the process of using traditional performance index method, this study selects Z-N method, imc tuning and PSO method to set control parameters of systems with delay and the normalization technique adoption makes the performance indexs reflect the system characteristics and control requirements better. The key on implementation of MVC are ARMA method and different control parameters effects comparison. The inspired simulator can simulate thermal power unit accurately and have the the advantagements in simulation debugging and algorithm optimization. One thermal power unit matched inspired simulator is taken as research object, which is used to make step disturbance on superheated steam temperature system under different conditions. PSO method is adopted to identify system mode, which is simplified properly. The research evalutes superheated steam temperature in 75% load and 90% load conditions.
