Design And Implementation Of A Payment Evaluation System Based On J2EE

Strengthening administration of funds and social insurance premiums is not only the premise and important part of perfecting social insurance premiums raising mechanism but also the premise and basis to establish and perfect social insurance system. Administrating funds and social insurance premiums well is the important means for governments at all levels to safeguard all-round social stability, realize economic development and lead people to live a fairly well-off life. Strengthening taxation instruments is the basis of reinforcing the levy of funds and social insurance premiums. New research subject of local tax sector is how to effectively strengthen the administration of funds and social insurance premiums, prefect funds and social insurance premiums raising mechanism, improve taxation efficiency and reduce taxation cost.In response to problems during the assessment process of land tax payment of Shangluo City, the paper designs and achieves payment assessment system based on J2EE. The paper mainly consists of following parts:1. The part states the background and significance of payment assessment and introduces relevant techniques developed by the system.2. By using united modeling language, this part analyzes business process of payment assessment system and completes functional requirements, data requirements and performance requirements of the system. Based on reality of fund taxation, needs of specialized management of revenue sources, tax assessment and specialized transformation of administration system, this part does a comprehensive combination and integration of posts and their duties involved in added or transformed fund administration process, provides supplementary information on posts and their duties involved in payment assessment, keeps other original posts and their duties in administration process unchanged and establishes post duty system of fund revenue sources management in which levy, management, assessment and check are closely linked up and operate in a closed cycle.3. It designs systemic software system structure and function framework, conducts detailed design of main function modules including payment assessment index management, payment assessment implementation management, payment assessment suspect examination and payment assessment result management, designs functional structure and sequence diagram of sub-function module and conducts modeling of system data by using entity relationship diagram and category thumbnail. The system adopts MVC framework which can be divided into three layers, that is, UIL (user interface layer), BLL (business logic layer) and DAL (date access layer). Payment assessment system of Shangluo Local Tax Bureau is divided into six sub-modules, that is, payment assessment index management, payment assessment suspect examination, payment assessment result management, payment assessment implementation management, files closure and elimination and system management. Design idea of system authority management is that after system users log on by using module-based authority management method, system will firstly conduct character assembly of list of roles and logging users and distributes authority functions according to user roles and verify them. System administrator owns all functions of the system.4. After the system is implemented, test cases are written by using equivalence partitioning and performance of the system is tested by using loadrunner automated testing tools. Perfect system testing method is formulated from the perspectives of system function, performance, usability, client compatibility and security. Payment assessment management system is tested by users at all levels and test result is totally ideal. During the system test, whole function modules link up well; method is easy to understand; UI is friendly and easy to operate. It can be seen from the test result that after long-time test, the system operates well and can almost achieve the design goal.After experimental system is online, assessment scope continuously extends and problems are timely discovered and solved, which include payers declaring false information and paying less or none. This improves the index of declaration rate, rate of joining insurance and rate of paying overdue bills of Shangluo social insurance charges. The implementation of payment assessment strengthens taxpayer’s risk management involving charges, provides payers with profound understanding of social insurance premiums policy and encourages diverse payers including employers and employees to increase payment motivation and tax compliance.According to statistics, in the 4 months after the system’s successful on-line, a to tal of 1,040 payers was assessed, and it was assessed that the various social security fund wa s 86.7 million yuan. At the same time, the efficiency had also been affirmed and praised by t he Provincial Local Taxation Bureau, Provincial Department of Finance and Provincial Soci al Security Bureau.
