In order to strengthen the regulatory functions of taxation, promote the healthy development of real estate market in Heilongjiang province and spread real estate appraisal technique, the provincial government of Heilongjiang will set up a price appraisal system for housing stock in accordance with relevant housing stock policies stipulated by State Administration of Taxation and provincial government of Heilongjiang. Moreover, it will establish an automatic appraisal mathematical model of real estate relying on computer on the basis of real estate appraisal market comparison approach, so as to realize batch appraisal and individual appraisal of real estate tax. It should further develop price appraisal technology in line with scientific, fair, operable and uniform principles and make taxable value objective, fair and reasonable, so as to promote the smooth transaction of housing stock.In the process of building the system, the paper conducts demand analysis, general design, detailed design, coding implementation and testing. Through sorting out and analyzing the relationships of housing stock business, module division should conducted in two tax business in accordance with posts and responsibilities to facilitate demand analysis of every module. The modules cover residence community price appraisal, building price appraisal, appraisal data export, appraisal data export from taxation departments, acceptance, review, declaration, billing, deductions and exemptions, etc. The paper conducts general design of the system in terms of network system framework, software architecture, database, development tools and so on, in combination with existing software architecture and development model in the province to meet the demand of business and form a reasonable design framework. Moreover, it also conducts detailed design, coding, implementation and testing of every module in the system in accordance with general design requirements.In combination with the storage model of tax collection and management information of tax bureau, Heilongjiang housing stock transaction and management system adopts C/S architecture, Powerbuider10.5 development tools and Sybase database and makes full use of PB data window features, so as to accelerate data processing and display of results. Moreover, it realizes highly efficient data processing through rational design of data table structure and use of mass data processing technology.This paper conducts in-depth research on the hardware and software environment and architecture of housing stock transaction and management system in Heilongjiang Province and proposed a systematic software design and development program based on the actual application situation of this province. The development program is applied and tested in the implementation process of this project, making great contribution to this project.For the above objectives, this paper designs and implements housing stock transaction and management system for Heilongjiang Province. This system is mainly used by Real Estate Appraisal Department and Local Taxation Bureau. Real Estate Appraisal Department adjusts bench mark price based on the bench mark price appraisal of residential community; then Local Taxation Bureau obtains final transaction price through revising individual price in the process of housing stock transaction. Scientific and reasonable collection of deed tax is made in accordance with reasonable price appraisal.
