Femtocell provides a new solution to improve the wireless coverage indoor, which works in the licensed frequency band, low power, low cost, easy installation, no need to change the core network, and provides higher quality of service, has become a hot research topic in recent years. It officially integrates into the the LTE network architecture. Due to the randomness of its deployment and the restriction of its coverage, it put forward higher technical requirements for LTE switching system. However, in the LTE standard, many standards for femtocell are not perfect, the handover problem increasingly prominent.This paper is based on the femtocell switching process under the framework of LTE, according to the difficult of the switching between femtocell and macrocell, the high-rate of wireless link failure (RLF), the complexity of femtocell switching access standards and problems of wireless resource waste, analysing the actual situation that the particularity of it and the randomness of users, combining with the principle of feedback and self-organizing theory, proposes improvements and optimization to the handover algorithm which has existrd. The improved algorithm will count the network feedback results reasonably, and determine the direction to adjust the switching decision relevant parameters. It will substitute to the new parameter values for configuration to dynamically adjust the switching parameters. In addition to frequent switching and unnecessary switching problem, this paper puts forward a new double-threshold scheme that improves switching occurring in the environment, which is an important part of radio resource management with strong practicality. The scheme will make it more adaptive to the complex and changeable communication environment.Finally, through the Matlab platform, the higher rate of handover failure, frequent of handover, and unnecessary handover problem has carried on the simulation experiment. Compared with the existing handover mechanism, the result shows that handover failure rate is greatly improved, the probability of frequent switching and unnecessary handover occurrence is reduced obviously, which verified the good performance of the improved algorithm.
