We draw up the simulation environment of the mobile telecommunications market’s regulation, the constituted correlative attributes and the conduct rules of the regulator agent, operator agent and consumer agent in the market, build the simulation model of mobile telecommunications market’s regulation design based on the agents. We use the simulation platform Swarm of complex adaptive system to simulate the behavior and rules of different agents and the main effect of the mobile telecommunications market’s regulatory policy. Through the different simulation results, analysis the regulatory policy implementation effect of the mobile telecommunications market.The research on the regulation design of mobile telecommunications market based on the agents, provides a theoretical support and basis to the future development of mobile telecommunications market’s regulatory policy, avoiding the unpredictable and potential dangerous of the regulatory policies in the implementation process effectively.
