In recent years, with the rapid economic development in China, trading activity is increasingly frequent, in addition, with the expanding breadth and depth of market and growing payment requirements for diversification, many new e-payment methods constantly appear. For these reasons, the People’s Bank of China(PBC) and the Rural Credit Banks Funds Clearing Center launch the second generation payment and clearing systems based on the first generation payment and clearing systems, the new systems were eventually on line in 2012, the PBC and the Rural Credit Banks Funds Clearing Center require all members of the financial institutions must upgrade to the second generation payment and clearing systems before October 2015.The Rural Credit Cooperatives of Jilin Province is the member of the PBC and the Rural Credit Banks Funds Clearing Center. During the period of using the first generation payment and clearing system,the payment and clearing systemsof bank payment system are entirely separate, therefore the business personnel are inconvenient for banking business such asmoney transfers, accounting process, error adjustment and system monitoring etc.Considering these problems, The Rural Credit Cooperatives of Jilin Province converts the first generation payment and clearing system to an entirely new system.Based on the above background, this paper introduces the construction process of the unified payment system of the Rural Credit Cooperatives of Jilin Province, including the choice of system development platform, the realization principle of the critical technology and usage method. We provide a perspective from software engineering to research the software development cycle. In the demand analysis stage, we analyze the existing problems of the system and combine the new demands of the users, state the functional requirements and non-functional requirements of the system: the new system should be built as unified payment and clearing platform, payment channel integration, business processes arrangement, unified accounting treatment, multiple electronic channels, unified application monitoring, centralized error handling, which provide convenience for clients.In addition, combined with the characteristics of the Rural Credit Cooperatives of Jilin Province, taking into account the high security, low risk and the need for business growth in future, we provide new network design of the system, new selection scheme of host system and new software architecture design. The design process and the advantages of the design scheme of the system are described in detail. In the aspect of system realization, take credit business for example, we illustrate the business processing mode, the business process and the implementation effect. In the testing and acceptance stage, the system test plan and the defect management strategy are described in detail, the project quality is improved by using advanced testing tools and testing methods. At last, we summarize some skills and methods to deal with system problems. We hope that the experiences of thispaper are valuable to the systems in future.
