With the accelerating process of "globalization", the friendly intercourse between China and the other countries in the world is becoming closely. More and more foreigners want to understand a comprehensive, accurate and detailed China as much as possible. In order to reach out to the world, China needs to increase the strength to introduce and promote itself to the world. It is very important to establish a good country image and improve the international status for China.This paper argues that the external communication is controlled by our government for a long time and it’s just like "propaganda" more than a communication in our country. The indigenization and the strength of external communication are weak. All of them restricted the development of our country’s external communication. So, using a variety of ways to introduce and spread ourselves became the top priority.This article puts external communication into a category of "policy". And make the overseas Chinese media as a kind of the embodiment of the national "soft power". Through analyzed and researched a large number of materials and literature, this paper teases out the China’s external communication policy has a big influence of the development of international communication.Finally, combining with the external communication experience of America, South Korea and Japan, the paper argues that in order to perfect the deficiency of China’s external communication policy, we should make the principles of “the distinction between domestic and foreign readers” and “the distinction between foreign readers” as the government policy. And we also should make the principles of the “Going out” and ”Going in” as the media policy. At the same time, our government should also help and support overseas Chinese media with the ”One Belt and One Road” project.
