How to strengthen the administration of tax deduction and exemption, to enhance the scientific level of the administration of tax deduction and exemption, become important topics in the tax authorities.Of the Hunan Local Taxation Bureau is concerned, tax management work remain in basic manual processing, which leads to the process management is not standardized, low efficiency of management, data collection is not true, data transfer is not timely, duplication of effort, poor adaptability and open and transparent enough and a series of problems in tax management work, to solve this problem, improve tax management work management level, make the administration of tax deduction and exemption to process optimization, efficient and transparent objectives, implementation of tax exemption and reduction management informationization, scientific, fine management, in view of the actual demand of tax exemption and reduction of the work, this paper designed and implemented a tax management system based on workflow.The main research contents of this paper are as follows: firstly, through the analysis of the tax relief on the management status, business process review and function modules are divided, and complete the system nonfunctional requirements; at the same time, introduces the basic development techniques used in the administration of tax deduction and exemption system, including the technology of workflow, the J2 EE framework technology and Oracle database technology and Hibernate technology, j BPM technology, based on the demand analysis, the combination of technology, puts forward the management system of tax reduction and the implement method of workflow based on; then, the system overall architecture design, including logic structure design, network architecture design, process template design, the system design is based on the completion of specific the development of workflow management system based on the realization of the system; finally, through the analysis of test results and the application situation, verify the operability of the system, security and stability.
