With the progressing of science and technology, people live a more extended life accordingly. A city, which is heavily populated, is expanding more quickly, bringing more and more security issues. USA, Japan and Europe have developed their own quick responded and effective social security management system against the continuously changing security conditions, making significant contribution to the country’s public security. China, as a country who is developing fast in the fast progressing worldwide economic environment, any changes of the world pattern may exert an influence to the politics and economics in china. In the face of complicated fights against the enemies inside and outside, and criminal means emerged endlessly, as well as the organized crimes with new technology and novel materials in cross areas, although the public security department is progressing along with the growing comprehensive national power, the problems of inadequate police support and talented person and weak ability still exist, especially how to fast respond and handle contingent security issues become an inevitable question in order to maintain social stability.To address the issues mentioned above, based on the developing trend of the domestic and international security and the study on the advantages and disadvantages in the implementation on each point of Changsha local security linkage mechanism, this paper designs a linkage command system for contingency, which achieves flexible access to multiple alarm channels by building an integrated multiple channel alarm system, by the use of which, the previous problems caused by hard input and complex operation can be avoided; by integrating the network and data resources of the whole city to a uniform communication platform, using intellectual technology to perform alarming data mining and analysis, more accurate and faster decision making can be achieved; by the assistance of advanced video technique to command and dispatch, the communication between the subsystems of the linkage command system for contingency can be enabled, thus reducing the cost caused by cross-functional communication; all hardware and software included in the system have the automatic functions of patrol, diagnosis, alarming and recovery, thus lowering the system maintenance cost. The system is equipped with more simplified process, more efficient data analyzing methods and faster visualized linkage manner.The system involved in this paper has been applied in Changsha city, after that, the city’s alarm answering numbers is increased by more than 25%, the repeated work is reduced, the response time of the linkage system is significantly reduced, which means the expected design effect of the system has been achieved. With the continuously deepening of the application in the practical operation, more functions will be developed and optimized.
