With the rapid development of globalization, human beings rely on satellite network technology more and much more countries devote greater effort to developing satellite network technology. The LEO satellite network shows greater commercial value in real-time communication, meteorological and location fields and becomes research focus because of its low transmission delay. As an important aspect of LEO technology, the inter-satellite link assignment technology influences the networking efficiency and communication quality directly. Hence, the research topic of designing a reasonable link assignment strategy is very practical.In this thesis, we will introduce the structure of LEO, the background knowledge of inter-satellite link and deeply analyze satellite communications and technologies with inter-satellite link firstly. Secondly, we point out the shortage of existing strategies on solving the problems of inter-satellite assignment after a brief summary and deliberate the design thought of inter-satellite assignment basis on the variety business requirements with literature research. Thirdly, we propose an new assignment strategy using comprehensive weighted ideas, the objective function we adopted consider the alteration of inter-satellite distance, change rate of distance,visibility and resource utilization. The simulation results show:the strategy enhance the overall performance of satellite network. Finally, we optimize the comprehensive weighted strategy from the point of link stability and propose comprehensive weighted strategy from the aspect of link stability. The simulation results show:compared with the original strategy, the link based comprehensive weighted strategy has been greatly improved in new call blocking rate, link delay and link switching.
