During the past 30 years, the rapid development of telecommunication technology has provided a great convenience for human communication like optical fiber communication, wireless communication, etc. However, this situation also cause a series of problems, for example, the civil satellite telecommunication which had ever been flourishing for a long time turns out to be decaying day by day.Along with the social progress, human beings call for larger space for their daily life and activities, the need of special occasions like remote areas, disaster-affected areas increase rapidly. and the traditional fixed satellite communications fail to satisfy the market demand. As a result, mobile satellite communication system comes in to being at the historic moment.Currently, mobile satellite communication system enjoys a great development, compared with the previous ship-borne satellite communication system which was the single product, the portable satellite communication system, vehicle satellite communication system have appeared and played an crucial role in the social and economic development. Therefore, satellite communication becomes an important part of modern communication system. And compared with foreign advanced vehicle satellite communication system, the independent development work of our country, such as the problems like sensor selection and the use of the core algorithm, PID controller, mechanical structure, etc. need to be solved urgently,In this paper, on the basis of the comprehension of related literature and market research, and considering the user requirement access and market demand, we attempt to carry out a design and improvement work on vehicle satellite communication control system. The major work lies in the following:(1) Improve and optimize the composition and structure by mainly focusing on consummating the system structure and function;(2) Improve the hardware and software of the control system, and optimize the algorithm of modules and the circuit design;(3) Explore the key control technology by introducing the conical scan method as a tracking algorithm aiming at the original frame search method defects, putting forward to rotating search method, and improving the motor control of traditional PID algorithm.(4) Design a monitor system in which a kind of monitoring method based on the web server will turn the original C/S structure model into B/S structure.Currently, the vehicle system in three-dimensional motion simulator has been able to follow the star accurately in testing environment, communication quality is also very good. The next step is to install the vehicle-borne satellite system on the car and then test and improve it in the practical application environment.
