Design And Implementation Of Wenzhou Community Policing Management And Early Warning System

Ever since the second millennium, our country’s economic and social reform has been developing continuously and the pace of adjusting benefits pattern has quickened. All these lead to inevitably intricate social contradictions and make factors affecting political and social stability diversified, like Kunming’s recent violent terrorist case has sounded alarm bells for us. In Wenzhou, one of the coastal open cities in South Zhejiang, this phenomenon is even more obvious; some major case events have great impact on stability and peace of people’s life. These crimes are committed because of the intention to take revenge on society, social contradictions, hatred for officials, policemen or wealthy people. Whatever the reasons are, they all result in serious consequences and send us thinking.Public Security Organization assumes the sacred mission to maintain regimes and protect people; however, given increasingly serious unexpected events, sometimes Public Security Organization gets too busy to attend to all. Its root causes lie in the tradition of taking stopgap measures together with the passive and sluggish model, presenting the features of much handling work after case, little early warning before case, being at loss about how to cope with situation and little infrastructure. The core problem is actually the lag of early warning construction of community policing.Therefore, with the purpose of developing Public Security Organization’s ability to handle emergencies and enhancing the power of taking active control over public security, we shall conform to the development requirements of Internet era, introduce IT network technologies, highlight the basic support role of community policing and establish a community policing management and eearly warning system combining functions like data collection, data analysis, abnormal change detection, early warning response, countermeasures reference and service adjustment so that prevention interventions can be taken immediately when emergencies are still being planned, arranged and not carried out. In this way, we can have events settled in their hidden state and no vicious consequences will be brought about.Taking the comparison between Chinese and western information policing reforms as reference, the community policing management and early warning system absorbs their essence, introduces the exploration and practice of Google geographic information in public security early warning and prevention applications and designs the structure of the whole system focusing on Python language, Django framework, Mysql information base technology and information repository through the use of UML design approach. The whole system’s structure divides community policing early warning system into four parts including community policing, community policing data extraction, system management, community police warning. In-depth, detailed points, arguments and reasoning are given; specific functions, running principle are revealed and the feasibility of achieving functional technology is analyzed and argued.Lastly, this thesis carried out functional test and performance test on the four parts of community policing management and early warning system. Test results show that the solving processes are basically correct; its performance has preliminarily reached the available and easily used value in police practice and it is worth promoting and applying in practices for county public security organizations.
