The history of China’s marine research can be traced back to the 1950s. After decades of development, the marine researches have brought precious marine research materials. With the increasing need of ocean investigation in recent years, the number of China’s research vessel increased, the amount of Oceanographic data also increased. In order to get reasonable use of these precious data, special management organization and strict application process are necessary.The China Ocean Sample Repository is the organization which manages the marine samples and reviews the applications of scientists to the samples. The application process is very complex, and the amount of data increases fast. In order to improve the efficiency of management, "Ocean Samples Online Application System" has been introduced to the management of the marine samples. This system is based on the MIS architecture, which is developed by Ocean Sample University of China, parallel and distributed laboratory. It has been applied to "Ocean Samples Online Application System ", "Scientific Research Information Management System ", "Bidding Management System ", and other systems.Now, the MIS software achieves entity state transformation by finite state machine architecture, so as to control the business process. However, according to the application of the system, we found the problem that when business process is changed frequently, the cost of maintenance and update is too large in this way. In order to solve this problem, this thesis will take Ocean Sample Application System as an example; introduce workflow system into MIS software architecture; extract the business process model, break it into tasks, and perform the tasks according to certain orders and rules. Then the system will meet the flexibility and variety of business processes and the cost of maintenance and update will reduce.First, this thesis will study the MIS software architecture; analyze the generation of business entities, the access of data, and the communication between front and server. Then design a workflow system as the workflow module of MIS software architecture to manage business processes. Third, study the process of ocean sample application and modeling by Petri Net, and then implement the workflow model by WF workflow designer. Finally, introduce the application of workflow module in "Ocean Sample Application System", then test and analyze the workflow, and improve it according to the test results.
