With China’s accession to the WTO as well as the continuous development of market economy, enterprise management model also requires constant innovation, and the computer information management is a good point of development. Currently, the progress of the enterprise information management system is far from mature around the world, corporate financial risk management techniques using the computer is very rare. The introduction of information technology tools for financial risk management can be faster and more accurately, contribute to crisis prevention.At present, domestic enterprises don’t have in-depth understanding of financial risk early warning, financial risk management system is less, inspection and quarantine system walks in the forefront of risk management. Inspection and quarantine system has a strict hierarchy and approval process, this system combines this feature, designed a hierarchical rights management mechanisms and data entry process.This article developed financial risk management system based on B/S architecture. Before development, we made full needs analysis. We designed overall system architecture and functional after learning and summarizing existing knowledge of financial management, combined with the actual needs of the inspection and quarantine system. The system is divided into three modules:data acquisition, financial risk assessment, system maintenance. In addition to functional requirements analysis, we also did needs analysis from aspects of the security and operational performance.In the design and development phase, in addition to design the structure of the overall system, we also did the detailed design of each functional module by way of a flowchart. By way of role management, user permissions are assigned. We presented the system database structure and details by the way of E-R diagrams and tables. The implementation process is introduced by using the running shots of the system at different stages. Finally, we tested the entire system by three steps, and sent the test cases.Through the research and development of this system, we can help companies in the business process real-time monitoring of the financial situation, risk prevention in advance. We can help companies identify the cause of financial risks through risk assessment. Enterprises adopt effective measures to avoid risks increase further, and improve operating conditions.
