With the development of the telecommunication industry, the widely used types of telecommunications recharge cards,campus card, 800, 400, IP cards, etc.,have become an indispensablepart in the competition of telecommunications market. However, current management of shared card business does not match the development of the cards business. Thedevelopment of the management system still remains in the hand-input or combination of both hand-input and system input. As a result, the efficiency is very low.Requirements of intelligent network sharing business in Shandong province is the foundation of this thesis. It starts with the business demand to master the business content. By analyzing the business category, the business rules and refines business languageis summarized. Based on all of these, this thesis is formed. Traditional waterfall model in designing divides the designing stages into two stages:preliminary design and detailed design. Preliminary design focuses on system organizational structure and system conceptual design to design the framework.Detailed design is based on the preliminary design and the functional and non-functional requirements for the system are taken into consideration separately.This thesis also aims to further refine and implement business and technical details. After detailed design, the coding work of system, formulatedthe application system, and formed the deliverable business system, thorough rigorous unit and integration testing, will be completed in the stage of implementation of system.The shortcomings and deficiencies of previous system are also targeted inthe design of this thesis. The prospective business development is overviewed, which includes daily processing function of business data, mode of accounting treatment by month end, great enhancement of automation degree system, decreasing daily maintenance workload, improvement of system efficiency, and improvement of the ability to control. In system designing, the system design parameter is used to replace the program custom design pattern. The system scalability is greatly improved, theability to support new business is also increased, and strong basis for market competition is provided.The sophisticated technology and currently popular oneis combined in the system design and development process, by using the method of objective-oriented designing. The UML language in designing, the matured development language C language in back office server, and currently professional database tool ORACLE is used in this thesis. Hence, it will improve the current industry conditions.
