With the rapid development of the Internet, similar to the traditional transport layer TCP, UDP and other communication protocols that based on a single-homed in fault tolerance, se-curity, and all other aspects of the transmission performance has been a great challenge, can-not meet the requirement of the users of a large number of multimedia data transmission, In this background, SCTP that based on multi-homing of end-to-end stream control transmission protocol has realized the multiple paths to transmit data. On the basis of SCTP, researchers put forward multiple simultaneous transmission (Concurrent Multipath Transfer, CMT) solu-tion that is SCTP-CMT. Since SCTP-CMT multi-streaming, multi-homing and other charac-teristics, that gets the wide attention of scholars from many Internet research and highly ap-praised. Now the IETF makes SCTP as the main transport layer protocol the research object, make it become the next generation Internet connection oriented transport layer protocol.End-to-end multipath network related research have a lot of, but mostly about SCTP-CMT multipath protocols, are focus on the implementation of the agreement itself, but about the multipath network resource.optimization, and flowcontrol and other issues of re-lated research is rarely. Although the multipath transmission protocol SCTP-CMT has greatly improve the end-to-end transmission throughput, but also consume a large amount of network resources. With the rapid increase of Internet users, the demand for network resources, make the limited network resources become more scarce. To meet user needs, can’t infinite increase of network resources, therefore, reasonable use of network resources, the effective flow con-trol mechanism, is the key to solve the problem.This question as the breakthrough point, this paper based on the theory of network re-source utility optimization, based on the relevant features of multipath network transmission protocol CMT, put forward a kind of network resource optimization model based on CMT. The model abandoned the traditional network centered or user-centered single network re-source allocation methods, but takes into account the interests of both. Two types of flow control algorithm was designed, which realizes the efficient use of network resources, and make reasonable alloca-tion of network resources among users. Simulation results show that two types of flow control algorithm in particular under the network environment has the very good convergence and stability.Finally, we summarize this paper and propose the future research directions.
