Basic financial tasks, including accounting, system design, process design, accounting accountability, performance evaluation and other aspects of managing content, are important foundations when looking to improve the overall level of the financial management system. Oil companies are trying to study the financial integration systems and financial management systems used abroad. For example Tarim Oilfield reviewed reimbursement procedures for expense claims and internal trading with the goal of establishing an automated voucher model. In another example, Kunlun Gas Company, in order to support their rapid business expansion, set out to design a standardized business process, a customized electronic bill, digitized foreign bills, centralized fund settlement, automatic voucher generation, and system integration with the goal of a shared services system. These two studies are simple examples that are still in the research phase and have not become a basic financial management platform.This thesis analyzes the financial management process, summarizes current difficulties that exist in the management process, and establishes standard procedures and regulations in accounting vouchers, spreadsheet creation, storage, and printing. This includes designing a database of authorized personnel and electronic signature functions, following internal control system and sub-sub-unit level defined workflows, thus regulating business approval processes to strengthen the management and control and to avoid the influence of human factors. In order to expedite the approval rate, provide online and offline approval. Provide transaction documents online, confirmation functions to process online transaction information for passed bills, to establish a data connection with the FMIS system. Data extracted from the FMIS system generates bills and notes and provides generated certificate functionality. There are important notes on spreadsheets and automatic archiving, file transfer between management systems. This system will integrate a variety of office functions, achieve high-speed retrieval of information, improve efficiency, reduce office costs and other purposes. Through this system, the use of spreadsheets and other financial officers auxiliary systems and FMIS, ERP, financial management platform and other financial applications software business systems integration in a unified platform to achieve single sign-on, access to multiple systems, regulate internal business transfer form, and automatically generate financial documents within the system through information form, and business processes, process oriented form, the form of information, evidence automation goals.
