With the rapid increase in mobile users, the transmission of the enterprise information tends to accelerate. As a targeted and low-cost information transmission way, SMS gradually become the mainstream of rapid information transfer ways. SMS gets into the company’s marketing activities as an information carrier of new information age. It is becoming an important part of business marketing tool due to its unique advantages of high speed, accuracy and cost-effective investment. As "the fifth media", mobile phone with huge audience has been widely recognized. For businesses information publishing with SMS, the Web-bascd Short Message System has irreplaceable advantages for information dissemination.The needs of the information queries from mobile customers is analyzed, the research and development of the object-oriented software is used in this thesis. To provide precision marketing to customers, internet programming languages such as JAVA, as well as ORALCE database, IDEA, mobile communications and other related technology for bulk SMS through Web pages are used. Meanwhile the service quality is also improved by reminding user account balance and number of points with bulk SMS.Web-based Short Message System is one part of China Mobile’s marketing platform. The system runs in the Web pages. The B/S mode is used to complete the system architecture and functional modules. Finally, the system realize the mass management module, group management module, statistics module, system management module, account permissions management module, personal information management module and back office processing module in Web-based SMS. The system reflects the advantage of the information age and enhances the competitiveness of the marketing system. It has gotten a good response and evaluation in the internal trial period at DA ZHOU Branch of China Mobile.
