Informationization service in community in the city of our country has been still manually performed in a traditional ways characterized by welfare-service oriented and lacking comprehensive spiritual service to community members. In a foreseeable future, the function of community management will be transferred from single welfare service to social management service. In this thesis, we design an information service online system for Xi’an Community Information Service Center to present a total solution for the community information service. We combine the detailed information offered by our development with the reality of the community to present a online system with the properties of operability, friendliness, extendibility and reliability. Through this online system, the community manager can serve the resident accurately and conveniently.The thesis analyze problems in the processing of information exchanging and service in the community management, and propose that we can integrate the information resource and propagation architecture with information technology to study the operation flow in the community, and then we can design a proper information system for our city by a scientific ways. In this thesis, we design a online system for information service as a B/S architecture with.NET framework in Visual Studio 2008. We hope our development can pave a way to the informationization service in community. We design the system as a six functional modules, System Administration, Population Management, Party Affairs Management, Administritive Management, General Management and Convenient Services, and based on the analysis of community management operation flow, and also design the use cases for each modules. Besides with these, we also make requirement analysis on reliability, usability, efficiency, maintainability and transportability. Based on these, we make the detailed functional design with a thorough analysis to the operation flows and function modules of the information system using a UML method. The information system is designed as a B/S three-layer architecture which are presentation layer, business layer and data layer. The three-layer architecture can separate operation from business logic of the system which make it is of strong scalability and generality. We further design the database system for the information system. We find out all entities and their relationship in the system and give out the E-R chart, with which we further design the data model.We conduct software test on the developed information system and the test results show that the system presents on a perfect performance and can reach the requirement of the design. The information system takes on a stable property in the test in the test environment. Therefore, we can draw a conclusion that the information system can reach the user claim.
