With the improvement of living standards, public projects and major construction projects are increasing. And the implementations of these projects are inseparable from the land or housing levy work. Especially for the expensive subway construction, if failed to complete the plan of the assigned construction projects, the losses are huge.The construction of subway is often implemented throughout the interior region of cities,so, rather than the land acquisition, limits of housing levy work, to the subway’s construction are more. For the rapid development of e-government system and great pressure come from subway construction during urbanization, the current e-government system is limited to some office system and monitoring system in important institute.The information construction of housing levy work has not received enough attention.It’s imperative to combine computer technology to build Housing levy Information Management System Of Tianjin Metro(HLIMSOTM). This paper develops a useful tool to complete the housing levy work. The key of HLIMSOTM is to make sure the housing levy work is accurate, fair, just, open, low consume and civilized. Because all levels of governments’ original urban planning urban construction caused by an irrational facing demolition, more and more problems with the demolition about housing levy occurs. Housing construction and transportation construction, housing demolition have become increasingly evident. In China, the development of e-government system is now limited to certain important systems or office surveillance systems, e-government on housing levy of work has not received attention. While there are various standards rules, low accuracy when doing housing levy.In order to effectively prevent the housing levy in the old manner, the concept of e-government related departments will work with the housing levy, so Housing levy Information Management System was born. Housing levy management information system is mainly used for urban planning and public urban road construction, real estate development and construction of public facilities. The aim of HLIMSOTM is to strengthen the statistical work of the house owners and house demolition work near sites along the subway line, and guide relevant administrative departments and house owners to note relevant information, which can help to co-ordinate the plan of subway construction and to take timely effective measure to actively promote housing levy workelectronically, fair, just in the open. Only Excellences of housing demolition work, we can effectively solve a variety of problems, thereby smoothly subway construction.There are more and more levels of government are increasingly emphasis on e-government services applications, emphasizing the government’s decision-making,implementation, monitoring functional differentiation, sticking to put construction work of the e-government decision support system, supervision system on more important position, HLIMSOTM is one of them. In this paper, firstly, we use of ASP.NET technology, associating with traditional B / S architecture, combined with office document processing techniques, statistical techniques. To use computer terminal to do the traditional housing statistics instead of the full paper transplants at last. It’s committed to developing HLIMSOTM that is working to promote buildings housing levy information collection work to further promote efficiency. Secondly, in order to better manage and regulate the housing levy-related information, we combine the computer application technology, database processing technology and office document processing technologies to build housing levy management information subsystem to achieve the housing levy intelligent information management and multi-state storage,which takes over the information processing subsystem and supervision system. In this paper, at last, we also contain subversion(SVN) "Lock- merge- Modify- Unlock-Submit" version control software, document processing technology and database backup and recovery technology.Practice has proved that: HLIMSOTM can effectively promote the work of the electronic housing levy and thus improve efficiency and stability.
