With the construction of information increasingly deepening, the value of Business Intelligence in the data mining of transaction data and supporting business management decisions can’t be match by other management applications. In the past, decision makers put most of their time on the search for information, because of information silos, geometrically growing amount of information, real-time requirements of business etc. Business Intelligence together data analysis and decision-making system accelerate the decision-making process, so that the right information flows to decision makers at the right time.City management system based on crowdsourcing changes the traditional urban management model that is different responsibilities assigned to different agencies pattern. This system gets the direct city data generated by urban citizens, then classify data processing, integration, data conversion of information, and send reports to government managers. Business intelligence combined with urban management system to improve urban management and government service management capabilities, to achieve maximum performance from existing resources.This paper illustrates the business intelligence technologies, city management theory and the concrete realization course of city management business intelligence systems based on the Pentaho BI platform. In the process of system development, firstly the research on status of city management and development of business intelligence, include business analysis, data marts design, ETL technology, OLAP Cube design and implementation and background data fetching. Secondly according to the requirements of city management, to defined key performance indicators in business intelligence systems and analyze system requirements and non-functional requirements. Thirdly based on business intelligence system architecture, paper introduces the process of design and the realization of system from three models: the data analysis module, data access control module and data forecasting modules, to provide a theoretical basis for the implementation of city management based on business intelligence. This system is based on the information needs of the Italian Government departments, to help the government effectively use its vast business data and evaluate key performance indicators such as quality of service.It is an innovation that this thesis put business process analysis, city management and computer technology together and this system implement by open source software. For the omprehensive introduction of business intelligence theory, this article has some reference value to use Pentaho BI platform to develop business intelligence systems, and added a new paradigm for business intelligence analysis.
