With the development of food industry– increase of food trade amount and food variety, the development of new food technologies and adaptation of diet–the food safety status, which is directly related to the health and safety of the masses,has become growing national concerns. In this paper, Jiujiang City Food Supervision Bureau is the selected subject for the study. Now the business catering services need to provide many kinds of certificates to prove the catering business is legal, in this city many of them is small restaurants which cannot submit certificates, even though they have a pool processing conditions, and most of them are not conform requirements. Absolutely having certificates is a low percent. Becausecatering services is uneven distributionand food business operators point polyhedral widely. Administration of jiujiang food from door came by way of regulation in the traditional way to take "blanket", inspective work’s efficiency is very low, regulation of effect is not obvious, Usually regulators inspect without purposes. Information is not timely, not use to to make a decision for the superior of jiujiang city food and drug administration.A set of Jiujiang food safety management system, based on the basic Jiujiang catering safety situation, was designed and implemented aiming to assist the government regulation, complaint handling from practitioners and consumers, and catering license online application. The system eventually realized parameters configuration, electronic records management, auditing task management, food service license online handling, and food service reports &complaints management. Main technologys use this system such us the Apache, PHP, SQL Server 2000, Javascript, webservice, B/S architecture, MD5 encryption algorithm, GIS geographic information system technology and so onThis paper analyzed the development status and development background basis of domestic and international food safety regulatory management system, based on which it describes requirements analysis, design and specific implementation process of the catering food safety management system. First,we studied necessity of Jiujiang City restaurant food safety regulation, mainly by analyzing specific work of inspection team and the administrative hall’s staff and acquiring needs in each workflow; through UML unified Modeling Language we performed case modeling to Inspectorate of Jiujiang food safety supervision work, generated use case diagram and requirement specifications, and determined the system functions to be achieved. Then, we further analyzed non-functional requirements(including security, response time, etc.). In the system design phase, we designed various functions of the systemand database involved.The food distribution system is conducive to the establishment of long-term supervision mechanism for the government, enterprises and the public to participate. Through interaction of the three parties, the system fully mobilizes the whole society in concerning food safety, and prompts operators to consciously abide by the laws and regulations. As a result,it will ultimately establish a long-term Trinity mechanism "operator self-regulation, business regulation, social supervision" for food safety.
