Food is the most basic material conditions for the survival and development of human society. Food safety situation directly related to the people’s health and life safety. Food quality and safety is one of the most concerned about social issues of the whole society by far, therefore food quality and safety regulations would also be the work of the Government a top priority. According to the weifang food production security basic situation, the article designed and implemented a set of food production safety supervision system by food production areas for specific research unit of Weifang city to assist government staff, consumers as well as producers of food production safety supervision in the field of work.This paper describes the field of food production safety supervision system requirement analysis, system design and implementation process. The food production safety supervision system in the field of software architecture using J2EE-based multi-tier architecture design, the system uses B/S structure, and the entire system uses Object-Oriented Analysis and Design Method. First of all, it makes the research of demand on the field of food production safety supervision work, and gets demand which the workflow involved. Then it gets content analysis, determines the functionality of the system to achieve and the corresponding implementation. In the system design stage it uses SSH framework, the entire system achieved a structure of MVC (Model, View, Controller), each function of the system was designed detail and the related database. Finally according to the requirement analysis and system design content, it made Implementation of the system, completed the development of the whole system works by using B/S structure, distributed databases, DES encryption algorithm and GIS geographic information system technology.The function of the system eventually realized setting function of system management, enterprise quality file management functions, and ordered to correct management functions, inspect the information query, reporting and complaint management capabilities, emergency response management functions, task information management query functions and regulatory statistics and reporting capabilities. The setting function of system management of the system include the basic information of the user, settings of role user, the role permissions assigned, nature of business settings, instruments spreadsheet template settings, the regulatory category settings, set the Administrative Division, monitoring regional settings, description of the problem of illegal and form support, illegal type list of cases, laws and regulations category set, the category of emergency response plans, Department sections settings, user feedback record, the time limit of record modify set. The enterprise quality file management functions of the system include registration and maintenance of enterprise information, enterprise basic information inquiries, registration and maintenance of day-to-day supervision and inspection, routine supervision and inspection query, registration and maintenance of supervision and inspection, quality of enterprise archives query. The system can work according to need to custom, pre-establish a clear quality and safety supervision work flow, do work programmed, and find that the problem description undertake unity terms in the course of supervision and inspection in order to avoid the work of disordered sex and optional sex. And it also can improve the consistency of historical files and data, the data storage and data integrity and the data preserved integrity. At the same time the system improves the work efficiency of quality management staff, realizes the data sharing between the quality control personnel and all operations are done through the information. In addition, the system provides scientific data to make the right decision for the leader. In day-to-day supervision of historical data, whether from objective data or from a macro perspective of development can from the present situation of the quality management, Council leader could make analysis and research to make decisions based on science.
