With the innovation of personnel training principles in military academies in recent years, network teaching and training have become important means to increase training efficiency. The Service School attached to Naval University of Engineering has been paying great attention to the development and application of network teaching resources, and also made remarkable effect especially in the construction of simulation training conditions, laboratory construction, network courses development and the application of case teaching method. However, the Service School is a later starter in network teaching system development and application, so we are lack of the better means in overall planning and integrating teaching resources. In view of this, a network teaching assistant system is necessary. This system, adapt to personnel training principles, will help to integrate available information teaching resources and finally improve teaching efficiency, regulate teaching content.This system, with B/S three-layer structure is adopted, has the advantages of higher speed, higher efficiency and distributed transaction. J2 EE technique not only carries on the advantages of JAVA but also shows more advanced advantages in software management, expending and allocation. Applying J2 EE technology with MVC framework into the design and implementation of network teaching system in military colleges shows a lot of advantages such as increasing teaching efficiency, improving students’ autonomous learning ability, decreasing teachers’ tension, so it is worth popularizing. In this paper, we selected Wabacus as the system development framework. Wabacus, which adopted statement-oriented programming, will help a lot in increasing J2 EE project development efficiency.The network teaching application sytstem developed in this paper consists of five models: autonomous learning ability support module, interactive modules, student module, teacher module and management module.This system is of classroom, teaching, practice, interaction, exam and self-study and other functions. In this way, students are autonomous in planning curriculum and their subjective initiative of autonomous learning is improved so that their autonomous learning ability is improved in the end.
