The official name for the checkpoint is intelligent monitoring and recording system of on road vehicles, which is an effective complementary method to the modern automatic traffic violation monitoring system. It is playing a key role in the field of off-site enforcement. The automatic monitoring system has been widely used in modern traffic law enforcement. In order to accelerate the process of informatization and intelligentialize of urban traffic management system, and to improve the traffic network capacity of the existing urban road for the vehicles driving fast and safely, it is extremely important to improve the efficiency and execution of traffic management system.This thesis unfolds the study of vehicle automatic monitoring system with the focus on its the development requirements.. With the reference of the technical requirement of road vehicle intelligent monitoring and recording system, and by using the high definition, intelligence analysis, network management and muti-layer technology, the system provides comprehensive functions to meet the customer’s requirement such as all-weather high-definition real-time monitoring, efficient intelligent violation capture, identification of the vehicle characteristics, traffic offence information retrieval, deployment of vehicles and alarm, speed detection, and statistics of traffic data, etc. In addition, it can be connected with the monitoring system of other manufacturers, off-site road monitoring system and the monitoring system of public security, “six-in-one” platform, and geographic information system for police via a user-friendly interface to realize high-definition monitoring, intelligent identification, networking integration and unified management.The subject in this thesis uses the technologies usch as SSH frame of JavaEE, Oracle database etc. to realize all-weather monitoring and accurate identification of the traffic in the areas, and then through the use of intelligent analysis technology, the information of license plate number, the color of the vehicles and its type and other kinds of information will be extracted. Once the information is acquired, it will be transmitted and stored into management platform of the monitoring center, then be checked, and matched with the data stored in the database. The results of the application shows that through the use of technical system and its implementation scheme proposed in this paper, the vehicle automatic monitoring system can realize effective detection for road traffic, and it can catch the illegal vehicles in time, and enhance the efficiency and management capability of traffic administrative department.
