With the development of commercialization of cloud computing technology, billing is becoming one of the important functions. Infrastructure as a Service(IaaS) is the most basic cloud service, by which users are provided with a service of infrastructure resources. To provide the capability of billing for cloud computing, the capabilities of collecting and accounting for resources are needed, while the conventional approach cannot be applied to the cloud computing environments. Therefore, the study the techniques of collecting and accounting resource usage for cloud computing has practical value.By studying the cloud computing environment resource collecting methods, the technical requirement are analyzed. The collecting procedures for virtual instances and host resources are designed and implemented, and the collecting and accounting procedure for user storage resources are designed and implemented. The distributed and asynchronous message passing is selected for communications for designing and implementing the mechanism of decoupling among modules, improving system scalability and stability, and reducing the performance overhead of the system. The modules of resource usage collection and accounting are designed and implemented based on the OpenStack open source project.The implemented prototype of resource usage collecting and accounting for cloud computing is tested. The test results show that the distributed and asynchronous message passing works well, modules are decoupled, and have lower overhead, better stability and scalability.
