Positioning service, also known as mobile location-based service. Via telecom operators’ networks such as GSM or CDMA, and supported by digital mapping service application, it provides the users with the location information of their mobile devices. To improve the competitive forces of CDMA network and aimed at providing more comprehensive positioning service compared to that of other operators, one unique and key positioning technology, namely GPSONE, was applied on the personnel positioning platform of China Telecom. Currently, the number of the users is increasing, as a result, the platform is not able to ensure a stable positioning service and the success rate of positioning is relatively low, which cannot satisfy the users who have growing anticipations and requirements for the platform. To this end, the state-of-art of this platform was investigated in this thesis. From multiple points of view including the users, the networks and the SI, five main reasons which caused the low success rate was pointed out by data collecting, calculation and analyses. The solution strategies, on the other hand, were studied, tested based on effectiveness, feasibility, economical efficiency and reliability., Subsequently, a success rate of 98% of personnel positioning was achieved by the platform, positioning failures caused by platform itself or the network were avoided as well. The proposed strategies were then applied widely in the corporation. The satisfaction of users as well as the business performance of the platform were both enhanced, which suggested that this study contributed significantly to the business development of China Telecom.
