According to the actual demand, the paper analyzes the functional requirements and technological requirements of fire.2. According to the demand of office automation and the characteristics of the fire service, with multilayer structure build system by using SQL Server2008 database and. NET platform and Mono for Android platform, the system has many function modules of the user management, rights management, file management, examination and approval management, equipment management, mobile management, terminal services and regulation. The system realizes the office automation, information management and scientific decision-making by integration of mobile technology and WEB technology.3. Support mobiles operation. The paperless office function has be implemented by mobile technology, which function has the results of examining applies, getting dynamic information and reducing the cost of fire department. The mobile examining function has been implemented by some technology. In addition, support mobile terminal patrol, to ensure the coverage of inspectors and attendance, improve the efficiency of patrol.In a ward, this paper has designed the process to apply for fire, improved the level of the fire supervision, examination management, process standardization and information management. With using the examination and approval of mobile terminals and the terminal patrol the feature, the fire department can easily master information dynamic, decrease the cost of work, organization and management of the fire department.
