Along with the reinforced functionality and performance of weapon equipment, domestic electrical appliance, the increasing amount of printed technical document is inevitable, a mountain of documents stacked together makes it difficult to edit and browse, which deeply affected the entire maintenance process performed. Applying electronic interactive manuals will enhance the convenience of technical documents during the maintenance, preparation, update and execution, most importantly improve the accuracy, which greatly make equipment maintenance effective and reduce the cost of writing, modifying and keeping paperwork. As a product development of information technology, IETM is growing importance in the area of military, business and smart-home. The international publication GJB6600 has also played a pivotal role, more and more IETM systems are developed based on GJB6600 standard.IETM publishing system is a sub system of IETM, the main function is used for the linear digital documents issued. Now the IETM system on the market with release of the HTML file and PDF file mostly using two different sets of XSL stylesheets, and also need to modify the two sets of stylesheets when style changed, this release made development workload and not according to the developers intend to customize the output style. In this paper, based on the national standard of GJB6600, design and realization IETM publishing system, this system support screen display, data storage, publishing edit, conversion publish and other functions. Compared to traditional publishing system we put forward a new conversion method, combined with the technology of DocBook document format to release system, which can not only enrich the output style, also greatly reduce the workload, regardless of how many style changes, only need to modify the DocBook style sheets.Finally implement a publishing system test platform which can automatically generates test cases, test execution and test evaluation functions, this platform test the publishing system’s functionality and performance, generate test reports.The main work of this paper are: Comparative analysis IETM standards, explained the advantages of using GJB6600. Introduction of data storage formats and development process of IETM publishing system, discuss the GJB6600 standards, discuss the DocBook file format standards, and the implementation of DocBook XML publishing model, independent write XSL file 8 parts on the basis of standards, design and implement the whole system and each sub-module.Research software testing technology, design and implement test platform of publishing system.
