With the development of society, people’s awareness of disaster prevention and reduction along with enhanced object of concern is also more widely, from economic development to their own interests did not let go, the heat has also been concerned about the weather in the high. Concerned about a precipitation, precipitation will concern the entire process, attention-day temperature, temperature changes will concern a few days, all the meteorological department is extremely challenging, but also the people immediately understand the various meteorological elements dynamic information put forward higher requirements. In this thesis, a comprehensive meteorological observations from start to provide a clear and straightforward user queries for the target of meteorological elements, analyzes the status quo of Hainan Province, construction of comprehensive meteorological observations and meteorological data query system is proposed based on geographic information overlay and contour analysis technical methods, the use of high-level computer programming language mixed comprehensive meteorological data query system designs.In this thesis, Map Info technology division of administrative regions in Hainan Province, the completion of the distribution of points and counties, towns, villages, reservoirs and terrain height to accommodate query system displays real-time observational data and conducting contour drawing in the form of data. Use Microsoft Visual Basic data query technology to complete system check function design, elements of integrated meteorological observations provide the appropriate query, and display GIS or report form, EXCEL table to achieve export function. Use MapInfo, Surfer technical display real-time dynamic curve analysis, dynamic rendering automatic station meteorological elements graph, bar graph, realize to map overlay display.This thesis analyzed the meteorological elements abnormal alarm mechanism, hazardous weather alarm to alert the appropriate query the user’s attention to weather conditions. Analysis of mixed programming skills Microsoft Visual Basic, MapInfo, Surfer and Office suite, designed to build the main model system to complete GIS-based weather data with Surfer integrated query system design and implementation.Faced by users of the system is different, for better query results presented to the user, provide a different query methods, such as desktop display, picture output, web, WeiBo, Weixin publishing. Allows users to query the weather information really want, so that decision-making levels better grasp of meteorological information to provide better basis for decision making disaster prevention and mitigation, and truly serve the people.
