Electromagnetic compatibility(EMC) issues as a research field of electronics and communication has been more and more attention around the world. EMC product family standards have been become mandatory in some developing countries, as well as in many developed countries. For military equipment, electromagnetic compatibility testing is mandatory for many devices. The EMC test standards of our military equipment and subsystems, GJB151 A / 152A-97, which came from America military standard MIL-STD-461 D of 1997, lagged behind the current America military EMC testing standards MIL-STD-461 F with two generations. The differences in RE102 rod antenna part test project are particularly prominent. Therefore, we should reach the difference that between two military standards to improve our test standard.EMC is a comprehensive discipline, and it is serious dependent on experimental results. Due to the complexity and difficulty of electromagnetic compatibility problems to predict, most of them must be verified by experiments. When a device needs to consider the problem of electromagnetic compatibility, electromagnetic compatibility testing work on the design of the equipment extended until the device delivered to user. Thus, electromagnetic compatibility testing in the field of electromagnetic compatibility is a very important part. Traditionally EMC emission testing program is divided into two categories, electromagnetic interference(EMI) and electromagnetic susceptibility measurements(EMS).Whenever the test results came out, a user usually want to know the reliability of the test results. Measurement uncertainty evaluation results reflect the reliability of the test results. Therefore, research on uncertainty of measurement of electromagnetic compatibility test and improvement is an important content of electromagnetic compatibility measurement. In our current relevant guidelines and standards, in electromagnetic interference emission measurement uncertainties, there are detailed assessment and evaluation methods, but in the electromagnetic sensitivity measurement uncertainty, there are no clear assessment methods. So it is a meaningful work to analyze uncertainty and reliability of RS103 test based on relevant theoretical analysis and practical test.
