Electromagnetic compatibility and informational safety of computers are two urgent problems to deal with at present and such researches, especially TEMPEST, are rather less in our country. Aiming at improving the computer electromagnetic technology of our country and accelerating the construction of military signalization and the safety of national information, a scheme of computer electromagnetic compatibility and TEMPEST is put forward in this thesis by researching of the basic theory of electromagnetic compatibility and analyzing the signals of computer system and synthesizing the common existing techniques of electromagnetic compatibility of computers.This scheme is built up by model selection of devices, the design of printed board, the design of shielding, filtering, grounding, lapping, and insulating. The design of shielding is composed of the design of hosts, the design of displays, keyboards and mouse separately. The whole produces "dumbbell mode", and the effect of shielding can exceed 80dB. Filtering waves include power filters and signal filters. The links of every part of a computer, such as the cables linking the host and the display, the keyboard and the mouse, adopt fiber-optics and are insulated and switched by electronic to light to electronic; the faster I/O interfaces like USB interface take photoelectric insulated in use, too. A sample computer of safety and low informational divulgence is also produced according to this design in this thesis and it passed the test of electromagnetic compatibility and reaches the GJB151A-97 standard of military and the GGBB1-1999 TEMPEST standard of the safety department.The outcome of the test manifests that the scheme put forward in the thesis is advanced and practicable. The sample computer of safety and low informational divulgence made according to the scheme, in the respects of EMI and EMS, reaches the GJB151A-97 standard of military and the GGBB1-1999 TEMPEST standard of the safety department. The successful development of this computer makes contribution to the military signalization and the informational safety construction of our country.
