The core network is the heart of the mobile network,its’ normal operation condition is very important for the mobile operators. With the development of mobile networks and services, The operators are constantly improve their disaster recovery system of network and Constantly improve their emergency plan for various scenes of disaster of network and establish their own communication security emergency system. In this environment, great changes have taken place in the network. Maintenance staff faced with more and more equipment and More and more complex operation. So the research for disaster handling and graded response of network is particularly important.This paper analyzes the present status of emergency disposal and graded response of mobile core network. from principles of emergency handling and graded response business requirements and functional requirements and performance requirements for the system were set out. At the same time, the existing network structure is analyzed. Based on this, we plans the whole system. the system software architecture design is put forward, the system is divided into user layer, service layer and network layer, and then step by step for data and interface design. The demand of network recovery is divided into tasks, subtasks and atomic task, task management platform is adopted to improve the management, the task is loaded in "one key" loading platform, to realize "one key" isolating the fault and "one key" recovering the network.This paper implements the automation of emergency disposal and graded response, greatly facilitate the maintenance and monitoring staff, reduce the intensity of their work and psychological pressure. maintenance staff only need upload or update the script timely for emergency disposal and graded response in the usual work. When Emergency situations arise in the network, the maintenance and monitoring staff can dealing with leisurely. The system made the complex tedious work easy and efficient. After the adoption of the system, the time required by emergency disposal is shorten, the impacts of equipment failure and network anomaly to the users and to the enterprise business income is reduced greatly. It is a practical software, is a example that science and technology is applied in practice, and to improve the productivity.
