Large-area flight delays consequences not only for passengers to improve the quality of service and there may be a large area of the disaster, the daily disaster are working normally ignored or work in the improper and gradually evolved, Lhasa airport is one of the Civil Aviation Bureau of Tibet District, the unified management of the airport, the management mode is the traditional the civil aviation system, airport, air traffic control has not yet been separation, when the delay phenomenon of large area, is not good for Management Bureau, Supervision Bureau, the airport and the airport third party companies are very good complete the coordination management and unified management.This paper is set up in this background, the Lhasa airport is a high plateau airport, in the construction of the system first is to understand the High Plateau Airport characteristics and flow control, bad weather environment from the demand research, through months of demand digging and model construction, ultimately determine the content of construction system mainly has the video conference decision, information exchange and analysis, information dissemination, monitoring and warning module. The design of work system for the construction of the content system, the system determine the technical route, frame structure, the development of programming languages, running environment and high and a large number of model construction and database design.
