The rapid developm ent of civil aviati on, to m eet the needs of the rapid development of the civil aviation industr y, civil aviation m anagement system to gradually deepen the reform of the aviation security system construction and operations put forward higher requirem ents. NOTAMs(Notice To Airmen) are estab lished concerning navigation facilities, services, programs, etc., conditions, changes, and dangerous situations and change notification involves the safety of navigation. For the safety of aviation operations have a significant impact on traditional NOTAM telegraph messages are passed to a variety of info rmation, for describing an intuitive understanding difficult, inconvenient vari ous users understand the infor mation, and cannot be processed on the m essage content, you cannot Query and contrast early message. Therefore, centralized managem ent NOTAM is very im portant. With the development of the aviation industry, intelligence, international progressive implementation of aeronautical information services to tr ansform aviation information management, in Europe and America NOTAM management system is also very mature. In order to better provide ae ronautical information services, to m ore easily m anage NOTAM information, and m ake NOTAM more intuitive, sim plified, for aviation operations to provide more effective protection, realize NOTAM management system is necessary. This topic is about designing and realiz ing the NOTAM management, this system can browse new m essages, label the Shua ngliu airport m ap, inquire NOTAMs, and aided drawing maps. This system is designed with a new data a ccess service-oriented architecture that SOA architecture(Service Oriented Architecture). SOA is a coarse-grained, loosely coupled services architecture, among its services through simple, well-defined interfaces to communicate, do not involve low-lev el programming interface and communication model. This architecture has the following characteristics: a loosely coupled, coarse-gra ined services, standardized interface. Development environment is ASP.NET, database using Mi crosoft SQL, and the system development process uses a database encryption tec hnology to ensure the security of data transmission. Structurally entire application system is divided into client and server, the client requests a serv ice, the serve r to pr ovide services. Client operating system is mainly responsible for the user interface, in cluding the control, bus iness property data access throughout the system. Server mainly because some business attribute data views and stored procedures. With the deepening of the air traf fic control system, according to th e trend of modern air traf fic control industry, combined with the actual situation in the southwestern region of air traf fic control, aeronautical information needed for future development, as well as controllers can provide better aeronautical information services, "NOTAM Display System " imperative. In order to make "NOTAM Display System" more responsive to the needs of aviation op erations, automated, integrated, intelligent systems, now formulate the goal of building as follows:(1) to achieve diversification NOTAM reminder function that allows users to better grasp the important information.(2) increase the user processing functions, user-friendly information on important annotate, save and other operations.(3) to achieve the Chengdu airport diag ram electronic, m arked an im portant NOTAM and airport data.(4) to achieve regularly updated route map, optimize charts label, marked increase in diversity.(5) to achieve accurate NOTAM associated with flights on the time to pinpoint the information they need to streamline the user’s information.
