In the process of China’s information construction, information serving industry is becoming an inevitable trend as well as one of the most active fields of information development. The information is particularly suitable for birth control information system for its large amount of data and the data-sharing requirement. At present, as the floating population management information system in China has been developing for quite a long time, with the deepening of information, more and more information requirements should be satisfied. Among them, the information system based on B/S architecture of Web access appeals to more and more people because of its convenience. This paper mainly discusses the web construction of floating population family planning management information system in Yubei District of Chongqing.This article is arranged in accordance with the procedure of software development, i.e, in the order of the program basic knowledge reserves, software requirements analysis, system design and programming, and system testing. Basic knowledge of project mainly includes the vocational knowledge and the relevant theoretical knowledge of system software, among which vocational knowledge introduces the problems involved in floating population system in China, and software development knowledge including UML modeling language and PHP development. The analysis of software requirements focuses on the feasibility of the system, its function and non-function, and its software architecture. As for system design, system function and configuration is developed based on the open source Zend Frame, with an emphasis on on the analysis of system function module and design of database system, and also the general requirements on system design. In the part of system programming, the programming of system architecture and the system function is discussed in detail according to the contents concerned with the system design. This article gives a detailed account of the system design, implementation and testing requirements. At the end, the article focuses on the discussion of system testing related issues, including the test classification, test purpose and test content. It points out that the testing of this system mainly lies in unit testing, integration testing and performance testing, etc..The author finally completes the development of floating population family planning management information system and implementation of each function module of the system, including cross-city cooperative management, inter-city cooperative management, data maintenance, level-based supervision, statistical reports, comprehensive query, and system maintenance etc.. The development of the system is based on an event-driven MVC three-layer system architecture, which improves events processing efficiency and the system scalability, compared with traditional architecture, On the other hand, the function of the system is developed and assembled in a modular pattern, which is conductive to the maintenance of the system and the its subsequent upgrading. The access of final program of the system designed as the Web control interface familiar to most of people and consistent with their habits makes the system much easier in use.
