The Design And Implementation Of ’panxi Star’ License Plate Recognition System Based On The Intelligent Traffic Management

With the rapid development of traffic and artificial intelligence, the management of transportation has been more and more sophisticated, and intelligent traffic management has been the trend of traffic management in China. An important part of the Intelligent Transportation Systems Automatic Vehicle Identification System can be applied to the Transport Agency, in particular transportation intelligent monitoring system. The application of automatic license plate recognition system is of great significance to improve the efficiency of traffic management, scientific and standardized management.This system is mainly to obtained the car license plate about vehicle license in highway, and concluded the feature information of car license plate in our country, according to the information, the application of computer image processing technology research automatic license plate recognition(such as image pre-processing, license plate positioning, character recognition, etc.), design of an automatic license plate recognition system for panxi region.This system first collect the automotive images for image preprocessing, image gray stretch, gray, edge detection, median filtering methods and techniques to eliminate image noise, and strengthen the license area; through our license plates characteristics of selected license plate location method, using the edge of the wheel of the HOUGH transform algorithm, searches the license contour, through the license plate image to transform the license plate tilt correction.To get the characteristics of our country license, plate scanning and searching method are used. To obtain accurate positioning of the plate, license plate projection method and character contour method are used. And character contrast comparison database are applied to identify the character, the aim is to obtain the more accurate traffic information.
