With the changing of future war,the requirements of army on Petrol-oil and Lubricants POL supplies management are constantly enhanced. Upon various practical demands, how to construct an advanced and applied, network interconnection POL supplies management system which is close to the army’s operation requirement, quicken the pace of the informational construction of military supplies, material and POL, and boost multi-ability of guarantee has been a major task for military logistics informational construction.The engineering of constructing the POL supplies management system for PLA is brought forward by the quartermaster material and POL department of the general logistics department under the background. This paper uses software development technology, fuel supply management theory, theater level management and consumption of fuel supply indicators forecasting system analysis, design and implementation of in-depth research. Firstly, the present research background, research objectives and significance analysis of the research status of oil supply management system and introduced the Military Oil Supply Management index and consumption forecasting system construction project. Then, the proposed construction of the target system, and analyzes the system’s business processes and the technical feasibility, economic feasibility, operational feasibility, feasibility and other aspects of the legal system of the feasibility analysis, from both functional and non-functional two aspects of the construction of a detailed analysis of the needs of the system. Then, based on the needs analysis, architecture design, module function of the system, and the system data structures and systems modeling and design of the database table structure, focusing on the design of the integrity and security of the database. Achieved through requirements analysis and system design, electronic ticket system, fuel supply management and fuel consumption forecasting and other major functions are analyzed and explained. Finally, the test plan is designed, and the system has been fully tested.By testing, the theater-level management and consumption of fuel supply indicators forecasting system tested, the paper design of safe, reliable and able to meet all the requirements of users, and the system interface is beautiful, easy to operate, and works well. The application of the management system will greatly improve the efficiency of the staff worked to save expenditure, and to provide a comprehensive, scientific fuel consumption forecasts for army logistics information technology has significant role in promoting.
