With the rapid development of computer network and modern information technology, much information management that depends on the computer has become a very common phenomenon. It is because of the development of technology that has brought the good opportunity for the new treatment which is called remote medical. Telemedicine(Telemedicine) is based on network and combined with the traditional medical technology; it is a new method of treatment that can achieve online therapy.Due to the traditional medical mode is restricting by geographical, time and the economic of different places or uneven distribution of medical resources, remote medical treatment technology can solve all the above problems. Remote medical use modern communication and computer network technology realize the transfer of online videos and audios; it also can be used to storing, sharing information, realize the online booking, online consultation, remote consultation, remote teaching and many other functions by querying the database center. These not only can make the area hospital medical resources fully utilized and shared, but also can help many economically underdeveloped regions improve their medical service.This thesis makes a basic analysis the background of the remote medical treatment as well as its development in domestic and abroad, at the same time introduces the traditional medical limitations and the superiority of telemedicine. Then introduce the tornado framework for web development and the realization of this system which is developed by Python scripting. At last, carry out a detailed and comprehensive analysis for realizing the various modules of the system. In accordance with the overall design of the system functions, it can be divided into five modules: the user information management module, the background management module, remote consultation module, staff online examination module and forum module. The background management module can be divided into two sub-modules: one is the user background information management module; the other is user category management module. The video consultation module can be divided into creating consultation and join consultation two sub-modules. Medical personal on-line examination module has four sub-modules; they are the online examination entry module which only for specific medical staff, examination module for the doctors, share resource module and the courseware module.In this thesis, using tornado framework to design and implement a remote medical information system that’s based on Web, the system can realize the most basic function of telemedicine which not only greatly make the hospital consultation work efficiency, but also improve the regional hospital quality of service, meanwhile doctors and patients can make "face to face" communication through the network in real time. At the end of the thesis make a comprehensive test for the system, including the function module test, network test and filed simulation test of the remote consultation. The test result shows that the system runs normally.
