In the daily management of transportation, License plate recognition technology has become a indispensable key technology in intelligent transportation system. Its application is becoming more and more wide. Nowadays, license plate recognition system for traffic system is mainly fixed equipment, but it has some certain limitations. The emerging and development of the Internet of things provides a great opportunity for the handheld mobile devices with license plate recognition function.This thesis designs a LPRS of handheld mobile terminal based on STM32F407VGT6.The system not only can take along wherever you go,record the illegal vehicle, complete license plate recognition, but also can sent the identified license plate number, type of violation, time, the number of law enforcement officials to the vehicle violation management system. Thus it achieves a combination of license plate recognition and Internet of things.The main research work of this thesis are as follows:(1)This thesis does the research on the related algorithms of license plate recognition and improves them, in order to apply some algorithms to STM32 embedded system. Firstly,license plate images are transformed into the binary image in this thesis. Then all the processes such as license plate location, segmentation and recognition are based on the binary image, greatly reducing the amount of calculation. Finally, the algorithm is realized on VS2010.(2)In this thesis, the system’s hardwares design are completed, including the minimum system, SD memory card, camera, TFT-LCD display, GPRS and other related circuit design.(3)Making this system software design and algorithm of transplantation based on further study of the software architecture of STM32’s ARM Cortex, the structure of CMSIS file and the functions of STM32’s standard library. This thesis designs the humanized operation interface with touch screen function.Finally, the system test results show that this system has a high recognition rate and can sent the information to the vehicle violation management system through the GPRS accuracy in real time. This system is convenient and cost-effective. Therefore, it has certain application value.
