The content of this paper is the design and development of two tickets system in the electric power plant based on Java EE. The new electric power plants have been expanding constantly. The unit capacity has been improving continuously. The production process has become more complex. All these lead to higher requirements for production safety. The "two tickets and three systems" institution is an important measure to protect the safety of the electric power plant production. The state continuously develops and improves the specific content. The state also makes the latest GB of security specification. Two tickets system which is the abbreviation of work orders and dispatch operation sheet is the basis for the workers to operate the equipment. The Electrical Safety Work Order makes detailed provisions on the two tickets institution. This standardizes the management of the plant. The level of management in two tickets institution can reflect the strength of safety awareness and whether the foundation of safety management is solid.First of all, this paper introduces the current research on two tickets system and analyzes their shortages. Because of the shortages, a new two tickets system is needed. Then the basic knowledge and multi-frame structure of Java EE and the specific development way are discussed in the paper. This paper uses Hibernate and j Query which are open source framework for the development of two tickets system. The system uses Hibernate to realize the persistence of data and j Query to build Web front-end system, so we can improve the development efficiency and save cost.After deep analysis on The Electrical Safety Work Order and two tickets institution, this article designs three landing rights and the system is divided into ten main modules. The design of function and process of every module is discussed in detail. UML is used to model system in every module. This includes the use case diagrams, dynamic models and static models. In this way, we can analyze the process deeply.In the end, the overall design, the logical structure and the implementation of each module of the system are discussed in specific. The implementation includes the presentation layer, business logic, data persistence layer, database, etc. Screenshots of the main page, part of the codes and data tables are used to explain the implementation. The development of the system is based on Java EE platform. Hibernate and j Query are used as the main technology. At the same time, the two technologies are combined with SVG, UEditor and XML. In this way, the system has richer function. The two tickets system in this paper has good maintenance and good portability. It realizes the automation and informatization of office and improves efficiency and pass rate of making tickets in the electric power plant.
