The Study And Implementation Of Community Correction Management System Based On GIS Technology

Since community correction system has been piloted in2003, it has been working for12years already. Practice has proved that the community corrections can overcome the disadvantage of imprisonment, reduce execution costs, and implement people-oriented philosophy. But we cannot ignored that the community correction also exists many problem. Tracking and positioning system based on computer technology and mobile positioning technology can make the community correction management personnel to check the position information of community correction whenever and wherever. Also it can effectively prevent the community correction recrime. The system creates favourable conditions to realize the change of community corrections management from "civil defense" to "anti-technology".Through practical research in the operation of community corrections personnel management in heihe city, Heilongjiang province, the author design and develop a basic set of information management and tracking system to achieve functional goals by using GeoServer and Openlayers as a GIS server, using PostgreSQL/PostGIS to establish a GIS Spatial database, using WebBrowser controls on the developent platform based on C#and Oracle database.The main works are:(1) The manufacture and storage of geospatial data. Make spatial data files in heihe city and explore spatial data file access and storage, according to unified criteria into spatial databases.(2) Web map service published and display. Set geographic layers, and provid a Web map service, using tiles and caching to enhance system performance.(3) Community corrections personnel information data processing and spatial information fusion. Make community corrections’information input to the database server, and converts paper documents into image data to complete the digitization of information community corrections personnel.(4) Application development and correction officers tracking shows. The system can realize function of zoom, roaming and searching. It also can view the inmates activities and historical activities. Once the correct object is in exceptional conditions, such as out of range and human-machine separation, systems will automatically alarm.
