With the rapid development of economy and the constant increase of the consumption capacity in China, automobile has made up a higher and higher proportion in people’s travel plan. Traffic congestion and traffic jams in cities are more and more serious and become the common problem in some middle and big sized cities. Meanwhile, with the intensification of the informatization process and the development of the digitalization process in China, research and application of the traffic information publishing system become more and more important. The traffic information publishing system is an informatization system integrating the publishing and statistics of serial traffic information based on the collection of traffic information, to meet the demand of customers. Although there are various traffic information publishing systems at present, and progress has been made in recent years, there is still improvement to be made on the interaction with users and the forecast of traffic information. Most of the publishing systems are designed for the decision-making level and management of traffic, there are a few information publishing systems serving the general public, with insufficient interaction with user and traffic flow analysis functions.In order to tackle the problems of the existing traffic information publishing systems such as scattered reporting platform, disorderly information, complicated approval process and time lag, a safe, stable, efficient and practical traffic information publishing system is developed for the unification of effective management of traffic information, to build up an immediate and multi-channel traffic information reporting platform, ensure the interaction and communication with users through computer networking technology and mobile terminal technology, guarantee the correct publishing of traffic information, achieve the digitalization and informatization of traffic information during the whole process from collection, approval, adoption, editing to publishing, and coordinate the work of different offices, as well as realize the information sharing and exchange, to provide a safe, stable, efficient and fast solution for business operation.This article has studied and summarized the problems of the existing traffic information publishing system and the actual demand of the users based on the professional knowledge learned, taking J2 EE integrated development environment My Eclipse 9.0 Visualization software with various functions as the platform of development, and the most popular J2 EE light-weight unit Spring, Struts and Hibernate framework as the core structure, using thefashionable SQL Server 2005 as the server database and Tomcat as the B/S structure of Web server, to design an information publishing system based on the analysis of traffic flow for city users.The system has set up different permission for different users of the system, classified as administrator user and general user. Different users may have different permission to perform different operations. When different users visit the system, they may give feedback of traffic information to the system. The system may make forecast of the traffic flow of certain route based on the existing traffic information and the information submitted by the user, and give immediate feedback to the user and allow the user to make an immediate judgment and adjustment, to greatly facilitate the travel demand of the user. The system not only effectively makes use of the traffic information resources and network resources, but also allows users to easily visit and operate the system via mobile devices, to provide an easy and convenient inquiry system for users for a solution of the fastest traffic route. Meanwhile, it allows users and relevant departments to obtain road traffic information in an easier, faster and more accurate way.Upon tests and trial use, the system has a high stability and reliability and runs smoothly without blocking. It is shown from the test result of the system that it has certain practicality and development value by making innovation and improvement based on the original traffic information publishing system, and all application functions have reached the original design goals.
