With the dramatic development of technology, all the countries have a higher and higher requirement on national defense. Battlefield environment is more and more complex, with richer and richer military resources. However, existing military information system can no longer satisfy the demands of high adaption to environmental change and efficient integration of resources. Thus, a novel military information system with independent decision-making and high self-adaption to environmental changes is an urgent in this field. As Web service technology becoming more and more mature, it is a consensus to apply the idea of service in military information systems. Under this circumstance, application-oriented military information system based on service will be a common sense. Considering the characteristics of future military information systems, the following researches are done in this thesis.1. After a brief introduction to the background, current research status and some details on this topic, this paper discusses some related concepts of SOA/Web service together with several advantages of service based military information system, in order to meet the demands of more intelligent and efficient military information system. Consequently, a conceptual framework of Application-Oriented Military Information Service Planning(AOMISP) with semantic parsing module, service generation and service planning included is proposed.2. The semantic parsing problem of military applications with its input based on natural language is dealt with. Meanwhile, expert system for generating subtasks is designed to translate military applications from natural language into a subtask sequence that is identifiable for service. Based on domain ontology, the method to get the restraints while finishing subtask is studied3. The concept of service is defined in detail. Combined with the existed research, this paper designs a service description model. According to the features of service generation process, preliminary research on and the demonstration of the application of clustering technique into service generation algorithm is given4. Three key problems in the service planning is discussed. By expanding general quality index of service, the concept of QPV operation is proposed. On the research ofservice optimization selection algorithm, a load balance mechanism based on the military requirement level and QPV is designed. Finally, a mechanism for service node to tolerate fault is introduced.5. An overall framework of AOMISP military information system is preliminarily designed in this thesis. We analyze the application of AOMISP in missile defense battle, propose a simplified missile intercept algorithm and demonstrate the process of subtask sequence and service flow generation.
