With the liberalization of telecommunication markets and telecommunications corporate restructuring completed, market share between telecom operators becomes more competitive. It is urgent for every telecom operators to improve the efficiency of network operating, reduce operating costs, improve service quality, ensure stable and efficient network to serve customers and improve customer service levels. Therefore, integrated network management system which is across multi-vendor, cross-subnet is needed. It can shield the heterogeneity of the existing network which is multi-disciplinary, multi-network, multi-vendor and multi-service. Also, it can improve the efficiency of network operating and the quality of service. And it provides a solid support for the telecommunications operators to achieve integrated centralized maintenance and enhance the market competitiveness of enterprises.This purpose of the study is to establish a more general and extensible framework for an integrated network management platform to resolve data heterogeneity and high scalability requirements by analyzing of the situation of Shanghai Telecom network. In this paper the system is divided to data collection adaptation layer, data analysis adaptation layer, data processing layer, data storage and data presentation layer.In the data collection adaptation layer and data analytic adaptation layer it use XML-based configuration files to approach heterogeneous data integration in order to complete the adaptation of heterogeneous data to respond the various professional network interface requirements, business requirements and more professional network access requirements. In data processing layer it combined XML-based configuration and database to improve the flexibility of data processing logic while using a distributed data processing. It can balance the load capabilities according to the actual situation and It can also increase the scalability of the platform. According to available resources, business requirements and the response capability need of the system it design a integrated network management platform data storage system based on data sharding to meet the system’s ability to scale horizontally.At last this paper shows the operation of the platform in the real network in order to verify the results of this study. It points out the areas of the platform to be improved and prospects for the future of the platform.
