The number of mobile terminal users in Tianjin increases rapidly. The current capacity is not able to meet the requirements of the customers. And Tianjin Mobility originally uses the devices made by Motorola. Because Motorola quitted from the market of mobile network communication device, it needs to use the equipment of Huawai in this process. So it needs to modify the mobile GSM network of Tianjin. Based on the technical analysis, the transforming plan will impact all the core networks, the transportation network and the wireless network, on the one hand, in order to replace and modify the whole GSM communication network. On the other hand, the wireless network devices for GSM network will use the devices of Huawei. The operator needs time to be familiar with the capacity of the new devices, because of the first time usage of the devices of Huawei in Tianjin Mobility. It increases the risks of the technique and the operation in the execution of the GSM network transforming. Due to the low tolerance of the mobility communication network, it is very important to control the risk management in the execution process of the GSM transforming network plan.This paper first describes the definition and the classification of the risk. And it also analyses the overview of the study of the risk assessment abroad. Then it gives the methods of the quantitative and qualitative analysis of the risk assessment. It also analyses the overview and the framework of the risk assessment of the GSM mobile network transforming project. It analyses the overview of the wireless network, core network and transportation network of the transforming project. It analyses the technical plan of the transforming project. It studies the risks of the project in depth. According to the special features of the transforming project and the risks of the speculations, it evaluates the process, and the risk of the project in depth. It describes the risk estimation, the risk recognition, the risk response and the risk assessment. Afterwards it analyses the model of the risk assessment of the GSM network transforming project. And also it gives the different alternatives for the project risk assessment plan. It identifies the risk factors, analyses the risk and levels of the project, defines weights of the risk factors, through the quantitative risk analysis, establishes the risk assessment sets and the multi-level fuzzy evaluation matrix, calculates and determines the size of the risk, finally gives the method of the project risk response and the way of the risk assessment.The paper is based on to the author’s working experiences and the practical risk assessment model, the paper evaluates the operational risk of the GSM network transforming project of the Tianjin Mobility, gives risk response solutions in the project execution phase.
